Muleba is among the least developed districts in the country. Her economy is based on traditional production models due to accelerated low incomes resulting from low crop prices both in and out of the country.
The welfare of the majority of the people is estimated to be a bit higher than the poverty line. Currently a survey to collect important economic data region wise is underway these will enable to establish the district per capital income soon..
This has been an attribute of low agricultural productivity, excessive waste of the post harvest, plant/crop diseases and unsteady and /or low prices respectively.
Apart from all these, all industrial goods’ prices have been increasing beyond the purchasing power of our people. From the social point of view provision of social amenities is inadequately carried in terms of education, health, water supply electricity, and transportation services.
Some strategies have been developed to fight against poverty in the country through the vision 2025 and poverty reduction strategy paper of 2002.
The achievement so far recorded is too little to our district due to the above mentioned factors. More efforts need be addressed to faster positive socio –economic achievements through progressive investment interventions to our district in terms of social, economic and tourist opportunities.

DUTIES AND RESPONSIBILITIES
i.Open and shut off water according to the schedule provided by the Superintendent of Authority;
ii.Report the report of damage to water infrastructure, prepare maintenance estimates and make repairs;
iii.Reading water meters and preparing Water Invoices and distributing them to customers;
iv. Termination of services for customers who do not pay for water;
v. Cleaning water sources and tanks;
vi. Preparing estimates of new customer connections to the Unified Billing System;
vii. Incorporating new customer information into the unified billing system; and
viii. To perform such other duties as may be prescribed by the supervisor.
QUALIFICATION AND EXPERIENCE
Employed with Form Four or Six Secondary education, with a Certificate of Standard II in Plumbing and pipe Fitting from a Government Recognized College. Applicant should be able to use the computer using the “Word, Excel and Power point” program.
