06 CIVIC AND MORAL EDUCATION

1.0 INTRODUCTION

The format for the Civic and Moral Education Primary School Leaving Examination has been prepared according to the 2016 syllabus whose application started in 2017.

The syllabus states both main and specific competencies. Thus, the Civic and Moral Education examination will measure the candidates’ competencies acquired from Standard III to VII.

2.0 GENERAL OBJECTIVES

The examination will measure to what extent the candidate can:

2.1 understand community based, political and civil society institutions and their roles in democratic governance;

2.2 interpret, value and respect our national identity, the Constitution, as well as the structure and operation of the government;

2.3 understand the basics of democratic governance in administration and management;

2.4 recognise his or her duties, as well as respect and defend human rights and the rule of law;

2.5 participate in administrative and leadership activities, as well as in activities relating to the defence and security of the nation;

2.6 be creative, identify and analyse political, economic and social problems and develop strategies for solving them;

2.7 recognise the differences in people’s ideologies and backgrounds, and tolerate the differences;

2.8 develop awareness about issues concerning national unity and cooperation between Tanzanian communities and the communities found in other countries; and

2.9 acquire the knowledge of cross-cutting issues and deal with them in daily life.

3.0 GENERAL COMPETENCIES

The examination will measure the candidate’s competencies in:

3.1 valuing his/her culture and those of other communities;

3.2 respecting diverse beliefs and ideological differences in the community;

3.3 respecting oneself and others;

3.4 engaging in patriotic duties;

3.5 participating in various activities which match to his/her age;

3.6 participating in activities which enhance his/her logical and analytical thinking; and

3.7 collaborating with other by performing actions that are appropriate/suitable in the society.

4.0 EXAMINATION RUBRIC

The Civic and Moral Education examination paper will last for 1:30 hours and 1:45 hours for the candidates with visual impairment.

The examination will have two sections A and B. These sections will have a total of 45 questions. Questions in section A will be answered on the OMR form by using the HB pencil.

The questions in section B will be answered on the other part of the OMR form by using either a blue or black ink pen.

The candidate is required to answer all the questions which will weigh a total of 50 marks.

Section A will have 40 multiple choice-questions. Each question will carry one (1) mark, which makes a total of 40 marks for this section.

Section B will contain five (5) questions which require short answers. Each question will carry two (2) marks making a total of 10 for this section.

5.0 EXAMINATION CONTENT

The competencies to be measured in the Civic and Moral Education examination are as follows:

5.1 Respecting the community.

5.2 Valuing the community.

5.3 Being responsible.

5.4 Being a persevering person.

5.5 Being a person of integrity.

5.6 Promoting peace and harmony.
