JINSI YA KU APPEAL BODI YA MIKOPO HESLB

The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014, and 2016) with the objective of assisting needy and eligible Tanzania students to access loans and grants for higher education.

The main mandates of HESLB include:

1. To assist, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic power to pay for the costs of their education

2. To collect due loans from loan beneficiaries and use it as revolving fund to sustain operations of the Board

3. To create synergies through establishing strategic partnerships in student financing ecosystem

HESLB Functions

1. Assume control and management of loanable funds

2. Formulate mechanisms for determining eligibility of students for loans

3. Administer and supervise disbursement and repayment of loans offered since 1994

4. Issue loans to eligible and needy Higher Education Students

5. Keep and maintain the register and other records of loan beneficiaries and amounts granted to them

6. Collect repayments for all loans issued to students since 1994 so as to re-lend the funds to other needy Tanzanian students

7. Advise the Minister on policy and legal matters related to issuance and recovery of loans to students

8. Establish operational linkages between the Board, higher learning institutions, loan beneficiaries and employers for effective issuance and recovery of loanable funds

9. Establish and maintain cooperative network between the Board and other local and international stakeholders in higher education, be it Government or non- government institutions

10. Conduct research and maintain a databank on other local and external scholarships, sponsorships and awards that may be accessed by Tanzania students

11. Perform any other duties conferred by the Board or under the Act or any other written laws

IMPORTANT INSTRUCTIONS TO ALL LOAN APPLICANTS

 All loan applicants for Academic Year 2022/2023 are required to observe the following:-

1. Read and follow application procedures stated in these guidelines;

2. Ensure that the Form Four Index Number provided when applying for loan matches with the one used in your application for admission to University or College;

3. Applicants who sat for Form Four Examination more than once are required to list all Form Four Index Numbers used while applying for loan;

4. Ensure that all documents submitted to support your application have been certified by relevant authorities as specified in these guidelines;

5. Ensure that all birth/death certificates are certified by the Registration, Insolvency and Trusteeship Agency (RITA), or Zanzibar Civil Status Registration Agency (ZCSRA) “Wakala wa Usajili wa Matukio ya Kijamii Zanzibar “or designated officer(s) to ascertain their validity;

6. Ensure all students who were born abroad and or their Parents died abroad obtain a letter from RITA to validate the information provided;

7. Ensure that your loan application form is dully filled and signed before submission;

8. Ensure that his/her Bank account details are properly filled in the application form;

9. Applications must be completed with correct (and accurate) details;

10. Each applicant is advised to keep a copy of a complete package of the application form submitted to HESLB for future reference (if required) and

11. All applicants must strictly observe the set application

STEPS Fill HESLB Loan Appeal Form 2022/2023

The following below are the procedure to appeal for loan:-

Steps To Follow Fill Out The Heslb Loan Appeal Form:-

1. Visit olas.heslb.go.tz and click ‘Appeal Now‘. You have to Visit olas.heslb.go.tz and click ‘Appeal Now‘ so as to go to the appeal page that will enable you to start filling appeal form

2. Sign up and sign in to your account for Form IV.  Register and Login yourself using your Form IV Index Number

3. Click and fill in all the red ‘x’ elements on the left. Click and fill all fields with ‘X’ appearing on the left side of the screen

4. Confirm information by clicking ‘Confirm‘ for each element. Confirm your details by clicking the ‘Confirm‘ button

5. ‘Print’ the appeal form you completed on the system for signing. Print your form and make sure it is signed

6. Upload page 3 of your signed form. Upload page No.  3 of your signed form

7. Submit your form online and keep a hard copy for reference. Submit your form online and keep a hard copy for your reference

8. Remember, there is no appeal fee. No fee for appeal processing
