What is OPRAS?

The Open Performance Review and Appraisal System (OPRAS) is an open, formal, and systematic procedure designed to assist both employers and employees in planning, managing, evaluating.

And realizing performance improvement in the organization with the aim of achieving organizational goals. OPRAS has the following unique features that can be differentiated from the previous confidential appraisal system:

This Form replaces all other appraisal forms in the Public Service Institutions. It is intended to meet the requirements of the performance management system and development process.

What is the OPRAS system in Tanzania?

In Tanzania, the Open Performance Review and Appraisal System (OPRAS) has been introduced in the public sector.

Alongside OPRAS, a result-based payment system, Payment for performance (P4P), is currently run as a pilot in the health sector.

What is the origin of OPRAS?

OPRAS is embedded in the public service Act. 2002 and it is intended to support an accountability regime on part of individual public servants and to ensure every individual contributes vision 2025.

Why was opras introduced in Tanzania?

The OPRAS was believed to be particularly good in its ability to identify training and development needs.

With the OPRAS in place, the government of Tanzania hoped to bring accountability, as well as efficiency, to its public administration and deliver better service to the public.

What are the components of Opras?

OPRAS requires every public servant to sign an individual performance agreement with his/her immediate supervisor which sets performance targets for the year.

The performance agreement contains objectives, targets, performance criteria and resources required for implementing the performance agreement.

What are the functions of Opras?

OPRAS provides room for participatory engagement of supervisors and supervisees in setting performance objectives, targets, means of verification and resource allocation towards achieving the agreed objectives.

What are the challenges facing Opras in Tanzania?

Lack of support from the supervisor and lack of training also minimizes the efficiency of the OPRAS process.

Other challenges noted from the employees were openness, selection of indicators, clear setting of goals and standards.

Characteristic Of Good Performance Appraisal (Strength Of OPRSA)

OPRAS has the following unique features that can be differentiated from the previous
confidential appraisal system:

1. Openness; allows both employee and employer to discuss and agree on the organizational and individual objectives that are to be achieved during the year openly;

2. Participation; involves employees in the process of setting objectives, performance targets and criteria as well as determining, assessing and recording performance;

3. Accountability; individual employees are required to sign annual performance agreements and account for their performance against agreed targets and resources allocated for each activity;

4. Ownership; shows linkage between individual objectives and the overall organizational objectives in a given period of time. This helps the employee understand own role and contribution thus creating commitment in achieving organizational goals.
