HESLB carries out one of the most important mandates in the administration of loans to students pursuing higher education.
Every year, the Board creates the Loan Application Almanac to guide the process of granting loans to deserving students.
According to the almanack, the Loan Application Window opens once a year. Eligible undergraduate and postgraduate students are encouraged to apply.
The Loan Application Guideline for the applicable year, which can be downloaded from this site, specifies eligibility and application process criteria.
Prospective applicants are encouraged to carefully read the guidelines, prepare the prerequisites, and apply online using the Online Application and Management System (OLAMS).

1. Registration is the first stage.

Create an account with OLAMS.
A form will have two buttons:
If you are an applicant who completed form four examinations in Tanzania, click the NECTA button. You must complete the form that will appear below.
If you are an applicant who has completed four form four examinations outside of the United States, click the NON-NECTA button. You must complete the form that will appear below.

2. Sign in
Following registration. By clicking on the Login link, you can log in and gain access to the system.
Two input fields will be displayed on a form.
Enter the applicant’s Username and Password, which were created during the registration process.
To be checked and allowed into the system, click the Login button.
3. Critical Instruction

4. Payment of the Application Fee
The Application Fee Payment link will provide instructions on how to pay the application fee as well as the status of the application fee payment.
i. Loan application forms will only be visible for filling once the application fee is paid.
ii. In order to successfully complete the loan application; the applicant is required to complete all steps under My Application link.
iii. The applicant will go through the following;-

- Fill all application forms in the system
- Submit all the filled forms to the system
- Print the forms
- Sign all required forms
- Upload the signed forms
- Print the completed loan application package
- Close the loan application.
5. My Application
The My Application link allows applicants to access their loan application forms.
Once the My Application link opens an application form, it is divided into sub-forms that must be completed in the order shown.

How To Login?
If you are a registered user, you already know the USERNAME and PASSWORD for the system. The PASSWORD is case sensitive which means a capital letter should be treated as such, a Small letter likewise .
2. Existing applicants are applicants who have completed Registration in this system before and were able to create accounts to enable them to login to the system using their username and password.

3. NECTA FORM Four Index Number should be in the format: S0XXX.XXXX or P0XXX.XXXX.
Example: S0750.0023 or P0750.0023.
4. Applicant will be able to Login after completing Registration.
5. Registration enables applicant to create account in this system and obtain Username and Password.
Registration should only be done once. After completion, applicant should only Login using obtained username and password.
Username will be applicant’s NECTA FORM Four Index Number followed by a year of completion, e.g.: S0XXX.XXXX.YYYY or P0XXX.XXXX.YYYY
Example: S0750.0023.2006 or P0750.0023.2006.
6. When logged in applicant will be able to make application fee payment and complete loan application.
