History

In October 1, 2012 MCC split into 2 authorities namely New MCC and IMC through the local government act No. 7 of 1982, the IMC was established to perform local government functions in Ilemela District.

The major ethnic groups are Sukuma, Zinza, and Kerewe. According to proposed Mwanza Regional Socio –Economic Profile of 2010, there are 8 ethnicity groups in Ilemela districts.

However, due to intermarriages especially in the last two decades, adoption of new cultural traits has taken place with merging culture and beliefs.

The outcome of this process is that racial distinctions have been broken and cultures have been blended into large beliefs and customs, few tribes still follow their respective customary beliefs diligently.

The IMC has political, economic and social responsibilities over its communities functioning through a representative organ known as Full Council which enables it to decide on how to run their own affairs in their respective localities.

Like other councils in the country, IMC is a corporate body and a legal entity having a perpetual succession that cannot die like a natural person.

Also the council has an official seal which is like a signature of a natural person and in its corporate name can sue and be sued, borrow, hold, purchase and dispose any movable or immovable property and make by-laws.

VISION

The vision of Ilemela municipal Council is “A council with strong economic base that involves community participation in provision of better and equitable service delivery in harmonized condition”

MISSION

The mission of the Municipal Council is “To raise the living standard of the people of Ilemela through good governance by providing and maintaining basic services and facilities in areas of education, health, sanitation and other social amenities”.

Ilemela Municipal Council is one of the seven districts of the Mwanza Region of Tanzania with a postcode number 33200. It is bordered to the north and west by Lake Victoria, to the east by Magu District, and to the south by Nyamagana District. Part of the region’s capital, the town of Mwanza, is within Ilemela District

Health

The Department has continued to fulfill its responsibilities in accordance with the guidelines provided by the Ministry of Health, Community Development, Gender, Elderly and Children as well as implementing the strategic health plan for 2015-2020. In ensuring that citizens receive proper treatment, the department has been performing the following functions:

i.Manage the purchase of medicines, laboratory reagents, equipment and medical equipment and then distribute them to health care facilities.

ii. Provide medical and nursing services through health care facilities including major and minor surgery services. These services are for outpatients and inpatients.

iii. Conducting inspections of medicines and medical equipment at health care facilities

iv.Register and rehabilitate pharmacies and cosmetics, inspect them regularly and ensure they comply with the rules, regulations and guidelines governing the establishment and existence of such stores

v. Manage and inspect all laboratories and ensure that they are registered and provide the best services in accordance with the guidelines issued by the Ministry of Health.

vi. Provide, manage and coordinate reproductive and child health services in the Municipality. These services include safe motherhood, family planning services, immunization services for children under five and expectant mothers, cervical and breast cancer screening. Other services include services to prevent sexual violence and violence against children.

vii. Coordinate HIV and AIDS prevention services. Services provided include treatment and care for people living with HIV, mother-to-child transmission services, STI testing services and home-based care services. These services are provided at health facilities.

viii. The department also deals with social welfare issues where it ensures special groups are identified and integrated into the free treatment plan. These groups include the elderly, the disabled and children living in vulnerable situations.

PROTECTION HEALTH

The Department has continued to carry out various responsibilities aimed at protecting citizens from communicable diseases. These responsibilities include:

i. Provision of public health education on various health issues.

ii. Provision of immunizations for infectious diseases in pregnant women and children

iii. Occupational health and safety management

iv. Environmental Hygiene Management.
