National Electoral Commission Observers Management System
In 1991 the then President of the United Republic of Tanzania, His Excellency Ali Hassan Mwinyi appointed a commission under the Chairmanship of the late Chief Justice of Tanzania, the Honourable Francis L. Nyalali. The task of that Commission was to collect public opinion as to whether or not to continue with the one – party system.
Following the recommendations by the Nyalali Commission, Article 3 of the Constitution of the United Republic of Tanzania, 1977 was amended to make Tanzania a multi – party state.
The Political Parties Act, (No. 5 of 1992) was enacted to provide for the registration of Political Parties. The Elections Act, (No.1 of 1985), the Local Authorities (Elections) Act, (No. 4 of 1979) and related legislations were also substantially amended to get rid of the one – party system and to put in place appropriate procedures for the conduct of Elections under the multi – party system.
In 1993 the National Electoral Commission was established under Article 74 (1) of the Constitution of the United Republic of Tanzania, 1977. Members of the Commission were appointed for the first time, with effect from 14th January, 1993.
Welcome to the Observers Management System. This system allows an Institution/organization/Foreign State to submit its application for election observation.
Who is Eligible to Apply for Observation?
Every entity/organization or sponsoring government on behalf of the Observers shall apply to the Commission for Observation
Who Should Complete an Online Application?
An application for observation should be completed by a person authorised by the applicant’s entity/organization to do so (focal person).
How to Apply for Observation?
Applicants are required to create user account for first time by filling organization details, login email and password.
For the entity/organization that already has an account, applicants shall use their email and password to login and proceed with the application.
Note: Organizations intending to observe the General Election in Tanzania Zanzibar shall also apply for accreditation through Zanzibar Electoral Commission (ZEC) after being successfully accredited by the National Electoral Commission (NEC)
Applicants are required to fill in the following information in the registration form:-
Organization information; Name and Physical address of the organization.
Activities of the organization; Short description of Organization activities as per registration documents.
Management staff;Name and details of head of the organisation, and other two leaders of Management level.
Login Details; Official email address and password of the applying entity/organization or of the authorised officer designated as contact person.
