A: STRUCTURE OF TAMISEMI

Structure Of The President’s Office Regional Administration And Local GovernmentsThe President of the United Republic of Tanzania also issued a Notice on Assignment of Ministerial Functions (Instrument) vide Government Notice No. 384 & 385 of 7th May 2021 and its amendments through GN. No. 534 of 2nd July, 2021.

In that Instrument, the President created a President’s Office – Regional Administration and Local Government (PO-RALG) which is mandated to formulate and monitor implementation of Policies on Decentralisation by Devolution (D – by – D), Regional Administration and Local Government Administration and Rural and Urban Development.

B: RESPONSIBILITY OF TAMISEMI

The Ministry is responsible for:

i. Regional Administration

ii. Local Government Administration

iii. Coordination of Rural and Urban Services such as Transport

iv. Health

v. Water and Sanitation

vi. Teachers Service Commission

vii. Small Scale Entrepreneurs and Traders Identification and Development

viii. Talents Identification and Development

ix. Primary and Secondary Education Administration

x. Performance improvement and development of human resources; and extra Ministerial Departments, Parastatal Organizations, Agencies, programmes and projects under this Office.

C: MANDATE OF TAMISEMI

Furthermore, the mandates of this Office are also derived from the following:-

1. The Constitution of the United Republic of Tanzania Articles 8 (1), 145 and 146 of 1977 and the amendments that followed from time to time.

These articles enshrine the Local Government system, emphasizing the supremacy of the people and underlining that the Government is accountable to the people.  It also highlights that the people have a right to participate, and establish levels at the Region, District as well as at the Village;

2. The Local Government (District Authorities) Act No.7 of 1982 (Cap.287), the Local Government (Urban Authorities) Act No.8 of 1982 (Cap.288).  In these Acts, the Minister responsible for Local Governments is mandated to establish District and Urban Councils;

3. The Local Government Finance Act No.9 of 1982 (Cap 290) mandates the Minister responsible for Local Governments to agree with the Minister of Finance on levels of financial subsidy to Local Government Authorities; and

4. The Regional Administration Act No.19 of 1997 (Cap 97). This Act establishes the Office of the Regional Commissioner, District Commissioner, Divisional Officer, the Regional Secretariat and the Regional Consultative Committees (RCC) and District Consultative Committees (DCC).

D: ROLES AND FUNCTIONS OF TAMISEMI

The roles and functions of the President’s Office Regional Administration and Local Government are derived from its mandates.

The following are the functions and responsibilities of the PO-RALG:-

1. Building the capacity of Regional Administration, coordinate and monitor Regional affairs and technical support provided to Local Government Authorities by Regional Secretariats;

2. Facilitating Local Government Authorities to provide quality services;

3. Coordinating the management and administration of pre-primary, primary, secondary, special needs, adult and non-formal education;

4. Ensuring properly planned rural and urban areas with safe and sustainable development in economic, social, environmental and political aspects;

5. Coordinating, support and facilitate infrastructure maintenance and development within the Local Government Authorities;

6. Coordinating PO-RALG’s critical interfaces with Central and Sector Ministries, Departments and Agencies, Non-State Actors, Regional Secretariats and Local Government Authorities;

7. Facilitating Regional Secretariats, Local Government Authorities to provide quality and timely information and services through ICT systems;

8. Creating checks and balance and conduct fair and effective routine inspections and finance tracking of funds remitted to Regional Secretariats and Local Government Authorities;

9. Providing expertise and services on improving Management Systems and Organisational Structures for efficiency and effectiveness in service delivery in Regional Secretariats, Local Government Authorities and Affiliated Institutions,

10. Providing legal framework and services to Regional Secretariats and Local Government Authorities for promotion and development of Local Governments;

11. Providing support, guidance, coordination, follow-ups, on facilitating  distribution and equity provision of Health Services and Sector Development within Regional Secretariats and Local Government Authorities;

12. Providing expertise and services to PO-RALG human resource management and administrative matters;

13. Providing expertise and services in policy formulation, implementation, monitoring and evaluation and review related to PO-RALG;

14. Providing financial management control systems for PO-RALG, Regional Secretariats, Local Government Authorities and Affiliated Institutions;

15. Providing expertise and services in procurement, storage and supply of goods and services;

16. Providing expertise and services in information, communication and dialogue with the public and media;

17. Facilitating Local Government Elections (Grass root elections) and

18. Administering the business of affiliated institutions.

E: PRIORITIES OF TAMISEMI

Priorities For The President’s Office Regional Administration And Local Governments For The Financial Year

1. Managing Good Governance activities, promoting democracy, citizen participation and Decentralization by Devolution (D by D);

2. Coordinating and managing the implementation of activities for the provision of Primary and Secondary Education in Local Government Authorities including the implementation of Free Primary and Secondary Education;

2. Coordinating and managing the Strategy to increase revenue collection and control expenditures in Local Government Authorities;

3.  Coordinating and managing the implementation of activities for the provision of Primary Health Services, Social Welfare and Nutrition in Local Government Authorities;

4. Dealing with teachers’ complaints as delay of promotion on time; and retired teachers payments being delayed, their entitlements, benefits after their retirement and other problems faced by retired teachers;

5.  Stimulating and encouraging competitive economic growth for the development of the people and the Nation as a whole by enabling the Regions and Local Government Authorities to create a favorable environment for business and investment, especially in Agriculture, Livestock and Industry.

The implementation of this matter has involved the strengthening of the Economic and Production Section and Industry, Trade and Investment at the Regional and Local Government Authorities level by ensuring that there are professional workers as well as the availability of fund and tools;

6. Conducting Inspection, Monitoring and Evaluation regarding to the  implementation of activities of Institutions, Programmes and Projects at the and Local Government Authorities levels;

7. Information Technology systems and infrastructure at all levels of the President’s Office – PORALG;

8. Capacity building to the President’s Office – PORALG staff, Regional Secretariats and Local Government Authorities so that they can carry out their duties effectively;

9. Coordinating activities and performance of the existing Institutions under the President’s Office – PORALG;

10. Coordinating all activities of construction, maintenance and repair of road infrastructure, transportation, administrative areas and areas to provide community services at Institutions, Regions, Districts and Councils;

11. Managing the use of financial resources at all levels of the President’s Office – PORALG;

12. Coordinating the development of Villages and Cities, and

13. Coordinating and improving the working environment for the staff of the President’s Office – PORALG, Regional Administrative Secretaries offices and Local Government Authorities.
