The Tengeru Institute of Community Development (TICD) (previously known as the Community Development Training Institute; CDTI-Tengeru) was formally formed in 1963 and later re-established in 2013 by the Tengeru Institute of Community Development Establishment order, 2013.

Since its inception, the Institute has been formally supervised by the Ministry of Community Development.

The URT parliamentary resolutions of 2013 backed the official implementation of the TICD establishment order of 2013, which provided the TICD autonomy.

The Institute’s early operations (1960s) were centered on providing orientation programs to extension officers in order to provide them with the skills needed to catalyze community action.

In the early 1980s, the Institute offered further formal trainings for the Certificate in Community Development award. Advanced diploma programs were developed in the 1980s.

Advanced Diploma in Community Development was created in 1995, followed by Gender and Development and Participatory Project Planning and Management in 2003, with the goal of developing professionals with advanced abilities in their respective disciplines.

In 2008, the Institute phased out advanced diploma programs in response to labor market demands and created degree programs, which are now available. Since 2012, the TICD has also offered Post Graduate Diploma programs.
