Fire services in mainland Tanzania began during colonial rule immediately after the second world war in 1945, when at that time there was only one unit called the Police Fire Brigade under the control of the Police Force.

In 1950 this service was divided into two categories namely Municipal Fire Management under Municipal Management, and Airport Fire Management under the Department of Labor.

Due to the expansion of cities, airports and ports, other Fire Brigade forces were established and one of them was Zimamoto Ports under the supervision of the Ports Authority.

In 1982 the Fire Brigade service was placed under the Ministry of Home Affairs, while the Municipal and Urban Fire Brigade was placed under the Office of the Prime Minister and First Vice President, under the supervision of the Ministry of Regional Government Administration. and Cities.

Due to Zimamoto’s responsibilities being overseen by different authorities, its effectiveness was unsatisfactory, forcing the government to look at ways to improve the service.

In 1985, the Parliament of the United Republic of Tanzania passed law no. 3 established the Fire and Rescue Service to make the service available in the military discipline under the Ministry of Home Affairs

In continuing to improve Fire and Rescue services, in 2007 the Parliament of the United Republic of Tanzania passed Act No. 14 of the Fire and Rescue Force (Fire and Rescue Force Act) which placed the Fire and Rescue Forces under one command.

This law largely provided an opportunity for the Fire and Rescue Service to reorganize itself structurally and set up a more efficient division of responsibilities, in order to facilitate the provision of fire and rescue services.

Currently the Fire and Rescue Service is led by a Commissioner General assisted by the Deputy Commissioner General, followed by three Commissioners who lead the three divisions of the army which are administration and finance, operations and the branch of public safety and property.

Under these divisions are units headed by Assistant Commissioners, to create a more efficient and effective service delivery system.

The Public Security Division is responsible for preventing and responding to disasters such as fires, earthquakes, floods, and other catastrophes when they occur as well as conducting natural disasters to identify the source and plan strategies to deal with them.

Through its sub-units, the division is also responsible for educating the community on fire and burns, inspecting buildings, preparing and implementing fire prevention plans, planning and inspecting construction safety in factories, oil and chemical plants as well as producing facilities. gas.

In terms of the operation division, among its responsibilities are overseeing training, inspecting fire and rescue services in the region as well as assessing the damage caused by various disasters.

The responsibilities of the Administration, human and financial resources are to conduct research and training, to supervise recruitment, to prepare and maintain staff records as well as to prepare and review fire and rescue legislation and its regulations.

Along with the structure, the Fire Brigade has also been able to upgrade its college whose responsibilities are to develop and review the Fire and Rescue structure, to conduct research on the effects of catastrophic events including comparing the internal and external results of such studies.

The college also provides all training for Army personnel as well as disciplinary training for officers, along with training for all disaster risk stakeholders as well as the general public.

Despite a number of challenges facing the Fire Brigade, the Armed Forces has largely strive to extend its services to the public, by setting up fire stations in some regional, district and other key headquarters throughout the country.

Another achievement is for the Army to have greater cooperation with other defense and security agencies, thus increasing the scope of operation. Among the fruits of the partnership are the Prisons Service agreeing to simd numara sorgulama to provide initial military training, junior central and senior leadership to build the operational capacity of Zimamoto officers and soldiers.

As for the Tanzania People’s Defense Force, it has been very close to the Fire and Rescue Service in the event of a major disaster that threatens the safety of people and their property.

For example, on December 03, 1989, the People’s Army collaborated with the Fire and Rescue Service to deal with a fire that broke out at Tazama Tank Farm Dar es Salaam and managed to extinguish it.

In 2001 the two companies collaborated again to fight the oil fire that occurred at the TANESCO power plant in the Ubungo area of Dar es Salaam and succeeded in extinguishing and saving the lives and property of the residents of the City of Dar es Salaam.

Other areas include the MV SPICE ISLAND and MV SCAGIT accidents that occurred in Zanzibar.

This partnership has gone a long way where in order to further provide fire services to the public, JWTZ has agreed to allow the construction of fire brigades in some areas of its Lugalo, Mabibo, Kigamboni, Mbagala and Gongolamboto camps.

This is due to the Chief of Army Staff General Davis Mwamunyange in collaboration with Army personnel, appreciating Tanzanians and the contribution of the Fire Brigade to the community.

In fact, despite the fact that the history of the Fire Brigade shows that the Army began in earnest, with the Government’s efforts to improve the law and the environment of the Army and the creativity of the Army’s officers in improving it, today Tanzanians have begun to benefit from its service.

It is now up to each individual to ensure that the challenges facing the army are addressed, in order to improve the Armed Forces and human resources and ultimately the Nation to be able to deal with disasters that threaten the security of the people and their property.
